AND MAYBE AMATEUR RADIO?

FCC ENFORCEMENT ADVISORY

DA 21-73

Released:  January 17, 2021

WARNING:  AMATEUR AND PERSONAL RADIO SERVICES LICENSEES AND OPERATORS MAY NOT USE RADIO EQUIPMENT TO COMMIT OR FACILITATE CRIMINAL ACTS

The Enforcement Bureau (Bureau) of the Federal Communications Commission issues this Enforcement Advisory to remind licensees in the Amateur Radio Service, as well as licensees and operators in the Personal Radio Services, that the Commission prohibits the use of radios in those services to commit or facilitate criminal acts.

The Bureau has become aware of discussions on social media platforms suggesting that certain radio services regulated by the Commission may be an alternative to social media platforms for groups to communicate and coordinate future activities.  The Bureau recognizes that these services can be used for a wide range of permitted purposes, including speech that is protected under the First Amendment of the U.S. Constitution.  Amateur and Personal Radio Services, however, may not be used to commit or facilitate crimes.

Specifically, the Bureau reminds amateur licensees that they are prohibited from transmitting “communications intended to facilitate a criminal act” or “messages encoded for the purpose of obscuring their meaning.” 47 CFR § 97.113(a)(4).

Likewise, individuals operating radios in the Personal Radio Services, a category that includes Citizens Band radios, Family Radio Service walkie-talkies, and General Mobile Radio Service, are prohibited from using those radios “in connection with any activity which is against Federal, State or local law.” 47 CFR § 95.333(a).

Individuals using radios in the Amateur or Personal Radio Services in this manner may be subject to severe penalties, including significant fines, seizure of the offending equipment, and, in some cases, criminal prosecution. 47 U.S.C. §§ 401, 501, 503, 510.

Media inquiries should be directed to 202-418-0500 or MediaRelations@fcc.gov.

To file a complaint with the FCC, visit https://consumercomplaints.fcc.gov or call 1-888-CALL-FCC.  To report a crime, contact your local law enforcement office or the FBI.

To request materials in accessible formats for people with disabilities (Braille, large print, electronic files, audio format), send an e-mail to fcc504@fcc.gov or call the Consumer & Governmental Affairs Bureau at (202) 418-0530 (voice), (202) 418-0432 (TTY).

A WORD OR TWO FROM WANDA KK4EGZ

I’ve been busy helping some in my club with programming DMR radios and figuring out their troubles with hotspots.  I’ll be back!  Last week I fell/tripped while walking behind some wayward cows.  Seems I’ve torn a muscle in my arm (not broken), so that is what I’ll be dealing with the next few weeks.  Thanks for checking on me.

SAVE OUR GPS

Please follow the link above and read what LightSquared did before renaming themselves.

Ligado, the wireless satellite venture previously known as LightSquared Inc., emerged from bankruptcy in 2015 and has since been working on a proposal to develop a network reliant on the L-band spectrum that will help telecom companies deploy 5G networks. Terrestrial operation on the intended space frequency will seriously cripple GPS reception.

COVID 19 STATUS LINK @ JOHNS HOPKINS UNIVERSITY

03/30/2020

From Johns Hopkins University

Johns Hopkins University, has provided this excellent summary on how to avoid Corona contagion

 * The virus is not a living organism, but a protein molecule (DNA) covered by a protective layer of lipid (fat), which, when absorbed by the cells of the ocular, nasal or buccal mucosa, changes their genetic code and converts them into aggressor and multiplier cells.

* Since the virus is not a living organism but a protein molecule, it is not killed, but decays on its own.  The disintegration time depends on the temperature, humidity and type of material upon which it lies.

* The virus is very fragile;  the only thing that protects it is a thin outer layer of fat.  That is why soap or detergent is the best remedy.  Soap CUTS the FAT (that is why you have to rub for 20 seconds or more and make a lot of foam).  By    dissolving the fat layer, the protein molecule disperses and breaks down on its own.

* HEAT melts fat;  this is why it is so good to use water above 25 degrees Celsius (77 degrees F) for washing hands, clothes and everything.  In addition, hot water makes more foam and that makes it even more useful.

* Alcohol or any mixture with alcohol over 65% DISSOLVES FAT, especially the external lipid layer of the virus.

* A mix with 1 part bleach and 5 parts water directly dissolves the protein, breaking it down from the inside.

* Hydrogen Peroxide helps because peroxide dissolves the virus protein, but you have to use it pure and it damages your skin.

* NO BACTERICIDE SERVES.  The virus is not a living organism like bacteria;  you cannot kill what is not alive with antibiotics.

* NEVER shake used or unused clothing, sheets or cloth.  While it is adhered to a porous surface, the virus is inert and disintegrates

after 3 hours- fabric (porous),

4 hours- copper (naturally antiseptic) and wood (removes all the moisture),

24 hours- cardboard,

42 hours- metal,

and 72 hours- plastic.

But if you shake the material or use a feather duster, the virus molecules float in the air for up to 3 hours potentially lodging in your nose.

* The virus molecules remain very stable in outdoor cold air, or in air conditioned indoor air.  The virus needs moisture to stay stable, and darkness.  Dehumidified, dry, warm and bright environments will degrade it faster.

* UV LIGHT breaks down the virus protein.  Can be used to disinfect a reusable mask.

* The virus CANNOT go through healthy skin.

* Vinegar is NOT useful because it does not break down the protective layer of fat.

* SPIRITS, NOR VODKA, are not useful.  The strongest vodka is 40% alcohol, and you need 65%.

* LISTERINE is 65% alcohol.

* The more confined the space, the more concentrated of the virus there can be.

* You’ve heard this before: you have to wash your hands before and after touching mucosa, food, locks, knobs, switches, remote controls, cell phones, watches, computers, desks, TVs, etc.  And, when using the bathroom.

* You should moisturize your hands.  So much washing creates micro cracks where the virus can hide.  A thicker moisturizer is better.

* Keep your NAILS SHORT.

It's that time again, KV4WM is reaching into his pockets and giving up more than $100.00 to fund our page!

PLEASE DONATE by using your PayPal account to help keep our official registration and URL active.

I did get 1 donation last year from one of our net controllers which helped but over the last four years it has cost KV4WM over 425.00 personal dollars to fund.
